Neuroweapons have many functions and at this point are able to completely control the human nervous system remotely. This means that the weapons can remotely control thoughts, emotions, behavior, movement, heart rate, vocal pitch, memory, wakefulness, vision, hearing, and sense of smell. The Intelligence Community can and does illegally remotely control people with these weapons everyday. Most do not even realize it.
Former CIA Whistleblower Dr. Robert Duncan describes Neuroweapons
Former CIA whistleblower Dr. Robert Duncan describes neuroweapons and some of their functions. Around the 30 min mark of the video Dr. Duncan describes direct neuromodulation methods including neurotransmitter dumps and ionic channel protein conformational changes.
He states at 33:05 in the video "We can use a cold virus viral infection to all of humanity and make them susceptible to whatever frequency we want their brain to be susceptible to."
Dr. Charles Morgan speaks to cadets and faculty at West Point about a range of topics, including psychology, neurobiology, and the science of humans at war.

Morgan states at the 34:09 minute mark of the video, "Once you know that the technology is there to edit, splice, and program a cell and the technology currently exists to administer it to somebody and have it go park anywhere you program it to go park, proliferate, and do its function, you can have things activated in other people's brains."
Charles also states:
- Cells can be designed for specific activities and targets.
- Cells can be strategically placed.
- Cells can be remotely controlled.
Armin Krishnan publishes Neurowarfare article in Space and Defense.
Armin Krishnan wrote an article in Volume 9 Number 1 Spring 2016 Space and Defense titled Attack on the Brain: Neurowars and Neurowarfare. In it he states, "Neuroscience will lead to the development of 'neuroweapons,' which can remotely manipulate mental states, emotions, perceptions, thinking, and behavior of adversaries."

Dr. Robert Duncan wrote a book that describes the Intelligence Community's secret program on Cybernetic Warfare. It describes the black operations torture on innocent American citizens. He also wrote another book called How To Tame A Demon which was written to help people who are currently being tortured by remote neuroweapons. The sad truth is that Dr. Duncan whistle blew the illegal use of neuroweapons to the Senate Intelligence Community over twenty years ago.
DARPA's Next-Generation Nonsurgical Neurotechnology
In March 2018 DARPA announced a program to build non-invasive high resolution neural interfaces that read from and write to the brain. These interfaces use headsets but the concepts are similar to the remote influence of cognition used by the Intelligence Community.
“DARPA created N3 to pursue a path to a safe, portable neural interface system capable of reading from and writing to multiple points in the brain at once,” said Dr. Al Emondi, program manager in DARPA’s Biological Technologies Office (BTO). “High-resolution, nonsurgical neurotechnology has been elusive, but thanks to recent advances in biomedical engineering, neuroscience, synthetic biology, and nanotechnology, we now believe the goal is attainable.”
Dr. James Giordano speaks about neuroweapons
Dr. Giordano has spoken many times about neuroweapons including his work on the Havana Syndrome case. He wrote a book on neuroweapons called "Neurotechnology in National Security and Defense: Practical Considerations, Neuroethical Concerns (Advances in Neurotechnology)" published September 25, 2014.
Dr. Barry Trower on neuroweapons
Dr. Barry Trower is a physicist and a former agent who trained in microwave warfare. He gathered information from spies and questioned international terrorists and criminals. He openly speaks about electromagnetic weapons causing cancer and how the American government used its own people as guinea pigs. He also speaks about the ability for microwave neuroweapons to destroy the brains of healthy people.
Dr. Nick Begich on HAARP and its effects on the brain
Dr. Nick Begich has been investigating HAARP and the effects it has on the human brain for over 20 years. He spoke at the 2015 Covert Harrassment Conference to share his information on how HAARP can be used as a neuroweapon.

CNN did a report almost 40 years ago speaking about the ability of weapons to control the mind. Even at that time one of the PHDs in the video claimed to be able to build a weapon that could alter the nervous system remotely. These weapons have only become more advanced since then and their illegal use is now out of control.
