Public Reports of the Illegal Use of Neuroweapons
Many people have publicly reported being victims of or knowing about remote energy-driven neuroweapons. Despite the reports there has never been a forensic protocol designed to offer evidence. There are also no protocols in medical facilities which provide relief for victims suffering from attacks in progress.
March 1, 2011 Bioethics Commission Victims
On March 1, 2011 a group of individuals including Dr. John Hall, Connie Marshall, Jeremy Radlow, Michael Shenyfelt, Cina Ryan, Nigel Nicholson, Micheline Jones, Timothy White, Peter Rosenholm, and Kathryn Nestor reported electromagnetic weapon attacks to the BioEthics Commission. They urged the committee to start an investigation.
At the end of the session a female participant stated “we have thousands and thousands of documentations about energy weapons themselves and all we are asking for is an investigation on this. People are being harmed. People are being tortured and people are being killed. And I think it is a pretty important thing for a bioethics committee to look into. And all we ask today is to please do that. And mark on March 1st, 2011 we came to you and we told you. And I don’t know how many more people. My friends are dead. Tortured to death by electronic weapons and I don’t know how many more people will die."
There was never an investigation.

Greg Gamache vs The Federal Bureau of Investigation and the Federal Communications Commission
Also in 2011 Greg Gamache tried to get the court to order the FBI and FCC to investigate electromagnetic attacks. He alleged that thousands of people called both the FBI and FCC for help regarding being victimized by electromagnetic weapons but the organizations failed to investigate. After filing the case in dozens of district courts around the country it was finally dismissed with prejudice.

May 18, 2011 Bioethics Commission Victims
On May 18, 2011 for the second time a group of victims including Cassandra Lewis, Ken Rhodes, Lisa Becker, Sandra Fields, Stephen Hopitect, Rodney BIttle, Robert Lebudier, and Kevin Canada addressed the Bioethics Commission about electromagnetic neuroweapon attacks.
Cassandra Lewis spoke about some of her symptoms including the statements, "I now experience involuntary limb movements. I receive stingings. I get pains to my head, to my abdomen. I get buzzing sensations on the soles of my feet and individual toes. I also get facial manipulations. I feel as though I am being roboticized."
Lisa Becker stated, "We have all gone to people who took an oath to protect and serve, who have been in commissions to investigate the unethical treatment of citizens and human experimentations. We have been denied protection and service and have been ignored by commission after commission, enough is enough, this is America. We’re supposed to be better than this."
The Commission wrote a letter dated July 27, 2011 responding to the victims stating that it did not have power to undertake criminal cases and would not investigate any of the claims.

July 20, 2020 Special Rapporteur on Torture calls for input
On July 20, 2020 the U.N. Special Rapporteur on Torture Nils Melzer called for input from individuals on ill-treatment and torture. He received dozens of letters from individuals stating they were victims of electromagnetic weapons and torture.
One of the reports on energy weapons stated, "Citizens become playthings, involuntary test subjects, and since these programs are allegedly life long for fear of leaks, they are literally held captive, even though they may be geographically remote in their dwellings. Once "brain-tagged" through their own individual brain resonance signature they are followed, harassed, subjected to behavioral modification programs anywhere on earth."
The report later states, "We need the States to challenge the unchecked power of their secret service and military contractors, investigate on what is being done and grant the police the power to protect the people from their own governments."

Nils Melzer stated that he was stepping down in March 2022 from his position as Special Rapporteur on Torture. He was not able to make a significant impact on stopping neuroweapon attacks.
Havana Syndrome Victims
In late 2016 about two dozen U.S. diplomats started falling ill in Havana, Cuba. After researching the issue, multiple investigations concluded that directed energy weapons were a possible cause of the attacks. Congress responded by passing bill S. 1828 to provide funding to the victims of neurological attacks.
However, despite the fact that Congress acknowledged neurological attacks are real they have still made no effort to design any neuroweapon forensic protocols to stop or detect these attacks. Thousands of neuroweapon attacks reported by U.S. citizens are going unanswered and some of these were reported well before the Havana Syndrome attacks. Congress has made the mistake of not passing legislation to investigate the U.S. Intelligence Community for committing these attacks. U.S. tax payers are actually paying for Intelligence Community members to torture innocent U.S. citizens. It is getting worse as more and more unsolved cases are piling up.

Former NSA Technical Director William Binney
The former technical director for the NSA has openly spoken about his experience being targeted by directed energy. In a public tweet he stated that he survived a directed energy weapon assassination attempt by the U.S. Air Force. He also tweeted that thousands are being tortured to death. Bill acknowledged the government's development of bi-directional brain computer interfaces.
Even after a person with his credentials reported these attacks federal law enforcement and Congress did not take any action.

Tyrone Dew publicly reports being a victim of neuroweapons
Tyrone Dew has been a victim of neuroweapon attacks for many years. He has discussed his story with many people and has tried to approach the government to solve this problem. He interviewed Dr. Robert Duncan about the neuroweapon attacks that victimized him.
At 31:34 in the video Tyrone Dew states, "Recently, I've experienced something that could possibly get me murdered ... forced speech. I mean I could literally be sitting here having a conversation with you and it's not me talking."
Dr Duncan replied, "... So they've mapped out your audio cortex, you're cloned with another person or a machine ... the brain will bypass your cereberal cortex and be able to shoot out vocabulary that you have no intention of saying ... it's pretty common with most TI's."

Cheryl Welsh reports victimization
Cheryl Welsh began noticing strange occurrences in her life after she went to the Army recruiting office but decided to attend U.C. Davis instead of joining the military. Her electronics stopped working, she began to notice people acting strangely, and she lost her job. She suspected people around her became victims of neuroweapons. Cheryl then got access to government documents which stated secret programs targeted everyday citizens and subjected them to neuroweapons. Cheryl eventually enlisted the help of former military neuroscientist Eldon Byrd. After acknowledging Cheryl's claims may be true, Eldon Byrd died of cancer less than a year later. It has been documented that electromagnetic weapons can cause cancer.

Chris Burton speaks about his victimization from neuroweapons
On October 14, 2017 Ramola D posted an interview with Chris Burton about his victimization. He gives a very detailed account of the torture program the Intelligence Community designed to destroy the lives of innocent Americans and what he has been through. His story is difficult to read because of the trauma he has been through.
At one point Chris states, "This was when they introduced bio-robotization technology that could move my body parts. That treatment, which I’ll describe later, was so dramatic that it ended with me having to be airlifted to the hospital where I spent an entire month recovering."
Chris's story is one you must read to truly understanding how disturbing the corrupt members of the U.S. Intelligence Community are and what they are willing to do to people.
Former U.S. Navy Officer David Voigts walks across America to raise aware on neuroweapons.
On May 23, 2016 David Voigts a former navy officer with a background in electronic warfare spoke about the illegal government torture program and described it as, "to conduct various psychological and physical experiments with the use of electronic warfare weapons that essentially torture the victim psychologically and physically."
He also stated, "I served in Electronics Warfare and Nuclear billets. I found out that the program is testing weapons called “Voice of God” or “Hand of God” weapons. When used in conjunction with a psychological warfare campaign, they are called “Perception Warfare"
He walked across America and emailed 12,000 people about the illegal government torture program.
Dr. Terence Robertson speaks about psychotronic torture
Dr. Terence Robertson is a past Chairman of the Medical Committee for Freedom From Covert Harassment and Surveillance. He has urged for legislation to prevent neuroweapon attacks.
Dr Robertson states at the 5:50 mark of the video "pyschotronic technology and pyschotronic weaponry development is also well documented in the literature but even less know to the public than the illegal experimentation that's happened. I think it's of the utmost importance that the public's made aware of the existence of this and that it can affect one's perceptions and their behavior unbeknownst to the individual."

Mojmir Babcek presents on banning neuroweapons
Mojmir Babcek presented at the 2015 Covert Harrassment Conference to ban neuroweapons. He stated, "From my studies, I found out that it is not difficult to produce a device capable to act on the human nervous system. We should present this finding to the authorities and ask them to enact legislations which will ban the development, procession, sales, circulation and use of any devices capable to remotely manipulate the functions of the human nervous system."
Dr. Katherine Horton collects affidavits from victims afflicted by directed energy weapons and neuroweapons
In 2016 Dr. Katherine Horton went to court against SIS, MI5, and GCHQ to stop her victimization from directed energy weapons but after the 3rd hearing a judge terminated the case as "frivolous or vexatious". She collected over 40 affidavits from victims of both directed energy weapons and neuroweapons that show their specific attack types.

Mariana Maritato speaks about being tortured by electromagnetic neuroweapons
Mariana Maritato spoke for over an hour about how she is being tortured by electromagnetic neuroweapons to the International Tribunal for Natural Justice.
